Custom-Made Aggregation (Production of Statistics, etc., by Entrustment)

1. Custom-Made Aggregation

Custom-Made Aggregation is a service through which a surveying organization or other similar organization utilizes questionnaire data derived from existing statistical surveys, and thereby aggregates, produces and provides new statistics in accordance with an order from a requesting party which entrusts such aggregation, production and provision to such organization.

For using this service, there is a service fee according to service contents.

2. Flow of application procedures

The Ministry of Health, Labour and Welfare (hereinafter referred to as the "MHLW") will examine matters stated in the application, including the purpose of use, statistical chart specifications, methods of publishing research results, etc., and notify the requester of the MHLW's approval or disapproval.
When the MHLW approves, the requester is requested to submit the designated request form and an entrustment contract, and to make payment of the service fee specified by the MHLW. The statistical product concerned will be delivered by email or mail (by registered mail, return receipt requested).
The user must publish the results of research, or the implementation status of higher education, which was conducted with the statistical product, and submit a usage status report as well as the published materials within three months of the publication.

3. Consultation for use

When you intend to make an application for Custom-Made Aggregation, you should consult with us in advance of submission of documents, with respect to use of the service, by using "Input Form" below, in order to facilitate and expedite examination procedures for documents submitted.

Input Form

For the details of service use procedures, please make sure to go through the "Guidelines Pertaining to Request for Production of Statistics, etc., by Entrustment" (hereinafter referred to as the "Guidelines") and the "Contract Terms and Conditions" (hereinafter referred to as the "Terms and Conditions"), both of which explain essential matters.
In addition, please check whether or not the contents of the survey, for which you request Custom-Made Aggregation, have already been published in a report, etc. (click here for the surveys available for the service, and already published statistical charts).

4. Requirements for use

The requirements under laws and regulations for use of Custom-Made Aggregation are outlined as follows:
Only if all the requirements under (1) and (2) according to each purpose of use below are satisfied, the use of the service will be permitted.

For research purposes For higher education purposes
(1) The statistical product is should be used for research. (1) The statistical product is should be used directly for the purpose of higher education in a university or a technical college defined in Article 1 of the School Education Act (Act No. 26 of 1947).
(2) The results of research conducted with the statistical product are should be published, or the statistical product as well as an outline of processes leading to results of research conducted with such product are should be published. (2) The contents of higher education conducted with the statistical product are should be published.

The following persons/entities are examples of the requesters who satisfy the requirements for use described above.

5. How to calculate the service fee

The service fee will be the total of the following unit prices.
Payment with a revenue stamp is the only accepted means of payment for the service fee.
If you are to receive the statistical product by email, the storage media (2) and postage (3) will not be required.

  1. (1) 5,900 yen per hour required for Custom-Made Aggregation × Necessary hours(*1)
  2. (2) Storage media:
    100 yen per CD-R × Necessary quantity
    120 yen per DVD-R × Necessary quantity
  3. (3) Postage (required if sent by mail)(*2):
    The postage for registered mail with the fees for non-standard-sized mail and return receipt added thereto
    1. *1: The hours are determined by operations required for the creation, etc., of the statistical product in Custom-Made Aggregation, which include the designing of aggregation, system development, calculation, and outcome review.
    2. *2: If Custom-Made Aggregation concerned takes two hours and you receive one CD-R by registered mail,
      • 11,800 yen + 100 yen + 880 yen = 12,780 yen
      • No postage will be required if you come to the responsible contact point of the MHLW to receive the CD-R.

10. Matters to be heeded

  1. Since questionnaire information used in Custom-Made Aggregation is based on answers from the subjects of statistical surveys, logical consistency may not be found between items.
  2. Results will not always be as the requester expected because the accuracy of results may not be sufficient depending on statistical charts requested by the requester and because necessary confidentiality measures will be implemented for the statistical product.
  3. No exercise of copyrights or other similar rights will be allowed for the statistical charts you receive.
  4. The use of this service will be on a contract basis, and will not be covered by the Administrative Complaint Investigation law (Act No. 160 of 1962).
  5. In addition to penalties for violation of laws and regulations, if you violate the Contractual Terms and Conditions, etc., you will be prohibited from using public statistical data services provided by the MHLW and by all other administrative organs.

11. Questions and answers regarding Custom-Made Aggregation

Q.1: What kind of survey is available for Custom-Made Aggregation?
A.: Please check "9. Surveys available for Custom-Made Aggregation."
You can also find detailed items from aggregation specifications and lists of classifications.
The start of provision of statistical surveys for other years will be announced on our website as required in the future.
Q.2: Can anybody use this service?
A.: Individuals, corporations and other organizations can use this service , as long as they satisfy all the following requirements. (Refer to 4. Requirements for use)

< For research uses >

  1. (1) The statistical product is to be used for research.
  2. (2) The results of research conducted with the statistical product are to be published, or the statistical product as well as an outline of processes leading to results of research conducted with such product are to be published.

< For higher education uses >

  1. (1) The statistical product is to be used directly for the purpose of higher education in a university or a technical college defined in Article 1 of the School Education Act (Act No. 26 of 1947).
  2. (2) The contents of higher education conducted with the statistical product are to be published.
Q.3: How much does it cost?
A.: Please see "How to calculate the service fee."

Q.4: I would like to ask for advice with regard to use of Custom-Made Aggregation.
A.: Please check the lists of classifications in "9. Surveys available for Custom-Made Aggregation." If you find aggregation items that match your need and satisfy the requirements for use, please enter necessary information in "Input Form" and send it to us.
You will be contacted by our person in charge.
Q.5: How long does it take from consultation for use until the provision of a statistical product?
A.: Although it depends on the entrusted contents, about two to three months will be required from consultations regarding the specifications of statistical charts until the provision of a statistical product.
Please leave plenty of time when you consult with us.
Q.6: What should I do when I finish using Custom-Made Aggregation?
A.: You will be required to publish the results of your research or the contents of your higher education in accordance with the publication period and method stated in your application.
Upon completion of the publication of such results, please report to that effect to the MHLW within three months with the following items:
  • –the published materials (the relevant URL is also permitted instead); and
  • –a usage status report.
Q.7: Are there restrictions on the number (dimension number) of ultidimensional in the statistical table entrusted to creation?
A.: Please check the aggregation specifications in "9. Surveys available for Custom-Made Aggregation."

Q.8: Can I submit an application from outside Japan?
A.: It is possible as long as you satisfy the requirements for use. However, the language to be used for consultations and procedures is Japanese only. In addition, the service fee can be paid only with a revenue stamp.
