"Survey on Collective Agreements, 2011"

 

Digest of the Summary Report
- Increase in labour unions which have adopted collective agreements for non-regular staffs -

 

27-Jun-2012 The results of the “Survey on Collective Agreements, 2011” have now been tabulated and released by the Ministry of Health, Labour and Welfare.
 The purpose of this survey is to clarify the situation regarding contracts such as collective agreements, etc. entered into between labour unions and employers (or employers’ associations),their terms, and the performance, etc. thereof, in a changing labour environment.
 The subjects were individual labour unions with a membership of 30 or more persons (labour unions with no sub-organization) at private establishments, the survey was conducted in July regarding the situation as of June 30, 2011, and valid responses were received from 2,597 of the 4,086 labour unions surveyed (valid response rate of 63.6%).
 The survey is conducted every 5 years, and the previous survey was conducted in 2006.

 

【Key Survey Results】

1. Conclusion of Collective Agreements

 91.4% (previous survey 89.0%) of labour unions "Concluded a collective agreement" between
the labour union and the employer (or employers’ associations). (Table 1-1(PDF: 31KB), Table 1-2(PDF: 34KB))

2. Adoption of Collective Agreements for Non-Regular Staffs

(1) Adoption of Collective Agreements
 Increase in both part-time workers and fixed-term contract workers since previous survey.
   Collective agreement exists and covers all or some part-time workers:
                              41.9% (33.5%) (Table 7(PDF: 31KB))
   Collective agreement exists and covers all or some fixed-term contract workers:
                              45.0% (42.7%) (Table 9(PDF: 31KB))

(2) Terms of Collective Agreements Adopted [New Survey Item]
 Terms applicable to part-time workers (multiple responses) included, with the highest first,
"Working hours, holidays and leave" for 90.4%, and "Wages" for 78.6%. (Table 7(PDF: 31KB))
 Terms applicable to fixed-term contract workers (multiple responses) included, with the highest first, "Working hours, holidays and leave" for 93.6%, and "Wages" for 79.0%. (Table 9(PDF: 31KB))

3. Performance of Collective Agreements

(1) The personnel affairs in which labour unions were most involved were "Dismissals" at 45.7%
   (previous survey 52.7%), and "Disciplinary actions" at 43.4% (48.8%). (Figure 2(PDF: 261KB))
(2) 91.0% (previous survey 93.5%) of labour unions "Operate" checkoff system for union dues.
