In Focus: Radiation Protection at Works Relating to TEPCO's Fukushima Daiichi Nuclear Power Plant Accident

Consultation with and recommendation from the Labor Policy Council on the proposed outline of "the Ministerial Ordinance for partial revision of the Ordinance on Prevention of Ionizing Radiation Hazards"

  1. Today, the Minister of the Health, Labour and Welfare consulted with the Labor Policy Council (Chaired by Yasuo Suwa, Professor of Hosei Graduate School of Regional Policy Design) about the proposed partially-revised ministerial ordinance on Prevention of Ionizing Radiation Hazards as shown in Annex 1. The topic was discussed in the Committee on the Occupational Safety and Health (Chaired by Koji Aizawa, Vice-president of Kitasato University). Based on the discussion, the Council issued a recommendation as shown in Annex 2 to the Minister of the Health, Labour and Welfare.
  2. The Ministry of the Health, Labour and Welfare, in accordance with the recommendation from the Council, will revise the ministerial ordinance without delay.
  3. Key points of the revision are as follows (See Annex 3 for detail)

Key points:

In order to construct a database for the long-term health care of workers who have been engaged in the emergency work at the TEPCO Fukushima Daiichi Nuclear Power Plant, employers who employ workers engaged in the emergency work are mandated to issue periodic medical examination data, radiation exposure dose, work details, etc. to the Minister of Health, Labour and Welfare.

* The emergency work refers to those conducted at the TEPCO Fukushima Daiichi Nuclear Power Plant after 11 March 2011.
