Organization for Registration Control of Radiation Exposure Doses for Decontamination and Related Works

Regarding the above subject matter, the Bureau is now pursuing efforts toward the prevention of radiation hazards to workers by means of the Ordinance on Prevention of Ionizing Radiation Hazards at Works to Decontaminate Soil and Wastes Contaminated by Radioactive Materials Resulting from the Great East Japan Earthquake and Related Works (Ionizing Radiation Ordinance for Decontamination) as well as the Ordinance on Prevention of Ionizing Radiation Hazards (Ionizing Radiation Ordinance).


At present, as private efforts to ensure more reliable compliance with laws, for the purpose of establishing a systematic control organization of the radiation exposure doses, etc. of workers engaged in decontamination works etc., studies had been carried out in the Committee on the Organization for Registration Control of Radiation Exposure Doses for Decontamination and Related Works, in which the primary contractors concerned have participated. This system was launched on a temporary basis on 15 November 2013, and notification was provided to each Prefectural Labour Bureau by means of the Labour Standards Bureau Notification No.1115-4.


In addition, today, as described in Attachment 1, the Committee has made a final decision about the method of the registration control system, and operation of the system is planned to start on 1 April 2014 for the decontamination works for which local governments or state organizations other than the Ministry of the Environment place an order.


The Ministry of Health, Labour and Welfare considers that this system is useful for the secure and smooth management of radiation exposure dose, as is provided in the Ionizing Radiation Ordinance for Decontamination and the Ionizing Radiation Ordinance, and as is described separately, the Bureau has revised the Guidelines on Prevention of Radiation Hazards for Workers Engaged in Decontamination Works, etc. (Labour Standards Bureau Notification No. 1222-6, 22 December 2011) in order to urge the employers concerned to participate in this system.


Therefore, each Prefectural Labour Bureau is being asked to provide notification, by suitable means, on the contents of this system to the ordering departments of the local governments and the state organizations, and employers groups etc. in its own jurisdictions in consideration of the following notices.


Notification has also been provided to the Ministry of Environment by means of Attachment 2, to the Ministry of Land, Infrastructure, Transport and Tourism as well as the Ministry of Agriculture, Forestry and Fisheries by means of Attachment 3, to employers’ groups concerned by means of Attachment 4, and to the governors of the prefectures concerned by means of Attachment 5.


Notices
  1. Matters to note regarding the participation in this system
    1. The primary contractors that have received a contract for the decontamination works or the works under a designated dose rate shall participate in the system through the methods listed below:
      (a)
      Regarding the decontamination works in the special decontamination area, the primary contractors shall participate in all activities provided in Sections 2 to 4 of Attachment 1-III; i.e. the delivery of the radiation passbook, documents on the registration of radiation dose/inquiry of past records, and the radiation exposure dose record, etc.
      (b)
      Regarding the decontamination works in other than the special decontamination area, the primary contractors shall only participate in the delivery of the radiation exposure dose record, etc. after leaving work, as is provided in Attachment 1-III, Section 4.
    2. The primary contractors that have received a contract for the disposal work of accident-derived waste etc. shall participate in all activities provided in Sections 2 to 4 of Attachment 1-III regardless of the region.

  2. Ordering business and financial measures related to the system
    1. Regarding the decontamination works for which the national government places an order (excluding the works for handling designated contaminated soil and wastes), the Ministry of the Environment shall give required due consideration to the expenses for the system, while regarding the works for handling designated contaminated soil and wastes for which the national government places an order, the Ministry of Land, Infrastructure, Transport and Tourism or Ministry of Agriculture, Forestry and Fisheries shall give required due consideration to the expenses for the system.
    2. As for the decontamination works for which the local governments, or the state organizations which have been entrusted with the obligation of expenditure by the Ministry of the Environment have placed an order (excluding the works for handling designated contaminated soil and wastes), the Ministry of the Environment shall give due consideration to the required financial measures which are related to the system.
