8        Promoting of Measures for Foreign Workers    


In recent years, with Japan's society and economy becoming increasingly internationalized there has accordingly been an increase in the number of foreign workers in Japan. As of FY1998 the total number of legal and illegal foreign workers was estimated to be about 670,000, equivalent to more than 1% of all the employed workers in Japan.
Under these circumstances, the following measures are being taken.

I. Basic policy for accepting foreign workers

The basic policy of the Japanese Government is "to accept foreign workers in professional and technical fields as much as possible, but to deal cautiously with the matter of accepting so-called unskilled workers with though deliberation, because such acceptance might have a far-reaching impact on our country's economy and society conditions."
