The Employment Insurance System, which has a comprehensive range of employment-related functions, covers two main activities: i) it grants benefits to the unemployed, to workers who are having trouble continuing their employment, and to workers and the unemployed who voluntarily receive vocational training, with the aim of stabilizing their wellbeing and employment or promoting re-employment; and ii) it aims to prevent unemployment, rectify the employment situation, develop and improve workers' potential, and promote the welfare of workers.

B. Three services of the Employment Insurance System

The three services of the Employment Insurance System comprise a comprehensive system that conducts the following programs providing a variety of grants subsidies and other assistances:
a. Services for the stabilization of employment
b. Services for developing employee's capabilities
c. Services for the welfare of employees

C. Sharing of contributions

The expenses required for payments for Unemployment Benefits, etc. are covered by contributions paid on a fifty-fifty basis by workers and employers, as well as by the National Treasury. The expenses required for the three services are covered by contributions paid entirely by employers.
      The rate of contribution to Unemployment Benefits, etc. is 1.45% of the total amount of wage. (However it is temporarily reduced to 1.15% from FY1993.) The rate of payments from the National Treasury is 25% of the expenses required for job applicants benefits. (However it is temporarily reduced to 14% from FY1998.) The rate of contribution to the three services is 0.35% of the total amount of wages.
