This secretarial organization is in charge of coordinating overall health
and welfare
administration in the Ministry, such as designing of basic policies, supervising
and
advising on drafting ledislation and its amendment, as well as on budget
formation,
personnel affairs,etc.
The Department is in charge of planning, and implementing the statistical
survey programs and analyzing their results which supports policy-making
process in the Ministry.
Also, it deals with the develoment of computer networks and data processing
systems which promote the computerlization of health and welfare administration
in the Ministry.
This Department comprehensively promotes measures related to physical
disabilities, mental retardation and mental disabilities, the measures
which are
coordinated at the community level, consistent regardless of the age of
the
people with disabilities as service recipients, and in which health care
and
welfare services are integrated.
This Bureau makes systematic development of the health care delivery
system, including institutions, professionals, health care-related services,
etc. Also, it plans basic designing of overall health policies, such as
dealing with the issues of bio-ethics. In addition, it deals with promotion
of R&D in terms of pharmaceuticals, etc., as well as promotion of their
related industries.
This Bureau deals with, among other things, health promotion among the
general public, measuers against lifestyle-related diseases( e.g. cancer,
heart diseases, strokes, etc.) and infectious diseases (e.g. tuberculosis,
HIV/AIDS, etc).
This Department deals with actual administration and management of
national medical institutions( hospitals, sanatoria and highly specialized
medical centers).
This Bureau deals with, such as, safety assurance of food, household
products, chemical products, etc., and promotes the environmental
sanitation industries including restaurants, hotels, barbers and
beauty parlors, dry cleaners, public baths, etc. It also deals with issues
of environmental sanitation in the buildings.
This Department deals with water supply administration, such as
development of water supply systems, safety assurance of the quality of
water supply,etc. Also, it deals with waste management, volume reduction,
recycling,etc.
This Bureau deals with assurance of efficacy and safety of pharmaceuticals,
quasi-pharmaceuticals, cosmetics and medical devices. Also, it deals with
assurance of blood supplies, regulation on poisonous/deleterious substances,
promotion of anti-narcotic measures, etc.
This Bureau is in charge of common issues in the field of social welfare
in general, such as, ensuring human resources in social welfare activities,
developing environment for volunteer activities, etc. Also, it is in charge
of promoting social welfare in such field as developing welfare for the
low-income people, promoting consumers' co-operatives, etc. In
addition, it is in charge of relief measures for war victims.
This Bureau is in charge of, among other things, overall coordination and
policy planning in terms of health and welfare for the elderly.
This Bureau deals with, such as, maternity and child health, care for
infants, child allowance, healthy upbringing for all children, etc. Also,
it implements measures for children who need particular protection,
and for lone-parent families.
This Bureau deals with overall coordination and policy planning in terms
of health insurance systems in which the Ministry is in charge.
This Bureau deals with overall coordination and policy planning in terms
of pension systems in which the Ministry is in charge.
This Agency is in charge of actual administration and management of
schemes of government-managed health insurance, seamen's insurance,
emplyee's pension, national pension, including related enterprises.
