Effective April 1, 2006,
Scope of coverage for the Child Allowance System will expand

Scope of coverage expansion
  The scope of payment targets will be expanded from the previous scope of up to third grade students (the end of fiscal year after the student reaches nine years of age) to up to sixth grade students,(the end of fiscal year after the student reaches twelve years of age) in addition to an increase in the income ceiling threshold.

Required qualification procedure
  Parents and guardians of children who qualify need to apply for child allowance at municipal, ward, town, and village offices (government employees apply at their workplaces) for qualification approval.
  New applications will be accepted only until September 30, 2006, and the allowance will be paid retroactively starting April 1 of the fiscal year (or the date the child(ren) became qualified).

For parents and guardian with fourth grade students in fiscal 2006
(for children born between April 2, 1996 and April 1, 1997)

  Parents and guardians who have been receiving child allowance payments up to the present do not need to apply for continuation.  Payment will be automatically extended.

Parents and guardians who do not fall in the above category, but still qualify with the following category, need to apply for child allowance for qualification approval.

For parents and guardian with fifth and sixth grade students in fiscal 2006
(for children born between April 2, 1994 and April 1, 1996)

    Parents and guardians who have not received child allowance up to the present need to apply for qualification approval, and those who have been receiving child allowance need to apply for approval for an increase in the amount of the allowance.

For parents and guardians who have not previously qualified for child allowance due to the income ceiling threshold

    Due to an increase in the income ceiling threshold, you may now qualify for child allowance.  If you qualify, you need to apply for qualification approval.

A copy of health insurance certificate (if you are covered by Employee Pension or similar plan)
Income certificate (if you had not established residency in your city, town, or village as of January 1 of the year)
Other kinds of supporting documents may be required.
