Guidance was provided on enhanced measures to prevent heat stroke at the TEPCO Fukushima Daiichi Nuclear Power Plant

Heat stroke has been observed among workers who are engaged in emergency work at the TEPCO Fukushima Daiichi Nuclear Power Plant. Guidance was provided to TEPCO and its contractors on enhanced measures to prevent the heat stroke; e.g. operations should be suspended in scorching afternoon heat from 2 to 5 p.m. in July and August in consideration of the work schedule toward achieving restoration of the plant from the accident.

[Key points of the guidance]

  • Urgently construct additional air-conditioned rest area.
  • Do not conduct operations during the hot hours from 2 to 5 p.m. in July and August when fatal accidents due to heat stroke have frequently been observed in consideration of the work schedule toward achieving restoration of the plant from the accident.
  • Work managers should raise worker awareness about water and salt intake by using a checklist or other appropriate means in order to confirm the following:
    1. Whether each worker (with or without a certain symptom) has consumed sufficient water and salt, and
    2. Physical conditions of each worker before starting the work: sleeping hours, with or without taking breakfast, fever or diarrhea
  • Provide educational training for the workers regarding the symptoms of heat stroke, methods to prevent the heat stroke, and emergency measures as well as radiation protection measures, in addition to education for work managers.
  • In anticipation of the possible onset of heat stroke, provide sufficient information to all persons concerned regarding how to seek medical treatment, transfer a patient to the emergency room, and the procedures for temporary treatment, so that emergency measures can be taken promptly.
  • Provide guidance and support for contractors.
