Re: Actions to be taken in the areas within a 20-kilometer radius from the TEPCO Fukushima Daiichi Nuclear Power Plant

With regard to the subject of this notification, although restricted areas have been set pursuant to the Disaster Countermeasures Basic Act, workers who are engaged in works responding to the emergency disaster are permitted to enter those areas according to the provisions in Article 63, paragraph 1 of the said Act. In order to prevent the health impairment of these workers due to radiation, actions described below are formulated. The Prefectural Labour Bureaus are expected to ensure that nothing goes amiss in supervising the relevant employers.

It should be noted that the same content of this notification was sent to the Governor of Fukushima Prefecture and to the Chairpersons of the relevant Associations as per Annex-2 and Annex-3, respectively.

1. Employers shall appropriately implement the matters described in 6 and 7 of the notification, “Permission standard on temporary entry to the restricted area” (a document from the Director of the Nuclear Emergency Response Headquarters, 23 April 2011) (Annex-1).
    
   
2. Employers shall record the radiation exposure dose measured with personal dosimeters on a daily basis, and keep those records appropriately. In addition, they shall notify each worker, in a written form, of the daily radiation exposure dose every day and the monthly exposure dose by summing up the daily radiation exposure dose every month.
    
   
3. Employers shall not allow workers to smoke, eat or drink at the said workplaces to prevent inhaling or ingesting possibly radioactive powder materials.
    
   
4. Employers shall provide workers, before commencing the works, with education about occupational safety and health including the subjects, hazards of radiation exposure and performance and handling methods of protective equipment.
    
   

Permission standard on temporary entry to the restricted area

Based on the notification, “Re: Setting of restricted areas” (Nuclear Emergency Response Headquarters, 21 April 2011), the permission standard on temporary entry was set as follows to be applied in the immediate future.

1. Principle
   Based on the provisions in Article 63, paragraph 1 of the Basic Act on Disaster Countermeasures (Act No. 223, 1961) for which terms or phrases are deemed to be replaced under Article 28, paragraph 2 of the Act on Special Measures Concerning Nuclear Emergency Preparedness (Act No. 156, 1999) , temporary entry to the area within 20 km radius from the Fukushima Daiichi Nuclear Power Plant is permitted in principle to the persons 1) whose non-access may significantly affect the public interest, or 2) who are residents in the restricted area and want to enter temporarily for the reasons of living in the immediate future..
    
   
2. Conditions for those who are permitted temporary entry
   1. Persons whose non-access may significantly affect the public interest
      Temporary entry to the restricted area under the conditions about the access mode if significant public interest is recognized based on discussion between the municipality mayor and the Director of Nuclear Emergency Response Onsite Headquarters on a case-by-case basis.
   2. Persons who are residents in the restricted area and want to enter temporarily for the reasons of living in the immediate future Only one person from each household is permitted for the time being. However children under 15 years of age, or those who need support to travel for reasons of age or poor health, etc. are not permitted.
   
   
3. Areas and conditions for temporary entry
   
   1. Areas where temporary entry shall not be permitted within the restricted area are as follows.

      1)

      The area within 3 km radius from the Fukushima Daiichi Nuclear Power Plant.

      2)

      The area where risk of temporary entry is considered higher due to high ambient dose rate, etc.

      3)

      The area which is considered hazardous due to damage by the 11 March tsunami.

   2. Duration of the stay shall be limited to the time during which the radiation exposure dose for persons making a temporary entry would be less than 1.0 mSv for each visit based on the note, “Advice on brief home visits within the restricted area” (Nuclear Safety Commission, 28 March 2011).
   3. The area and duration of the stay shall be adjusted as appropriate based on the results of monitoring which shall be conducted within the relevant area before temporary entry, or the results of ambient dose rate measurements conducted on the day of temporary entry.
   
   
4. Decision on whether temporary entry be implemented or not on the day
   Whether temporary entry will be implemented or not shall be judged based on the conditions of the nuclear power plant, and weather, etc. by the Director of Local Nuclear Emergency Response Headquarters, and the judgment shall be made known to the corresponding municipalities and prefecture.
    
   
5. Informing participants about the risks of temporary entry
   In implementing the temporary entry, participants shall be informed of risks including potential contamination and made to understand the facts.
    
   
6. Clothing and equipment when temporary entry is made
   For temporary entry, a personal dosimeter shall be worn as well as protective clothing such as Tyvek suits or rain coats, and equipment such as masks which are necessary to prevent inhalation of or contamination by radioactive material according to the advice from the Nuclear Safety Commission.
   Vehicles which are used to travel within the restricted area shall be prepared and equipped as needed according to the advice from the Nuclear Safety Commission.
   The person in charge shall carry the required amount of iodine tablets in case of emergency.
    
   
7. Screening
   Screening shall be conducted at the predetermined area according to the advice from the Nuclear Safety Commission. In case the results of screening exceed the criteria, decontamination shall be conducted accordingly.
    
   
8. Permission standard for temporary entry, etc.
   The permission standard for temporary entry, etc. for those who are residents within the restricted area and require entry to their residences for the reasons of living in the immediate future (2 (2) above) are set as follows.
   1. Host entity
      Municipalities with the support from the Prefecture and the National governments.
   2. Travel means
      Travel means from the evacuation shelters to the staging bases and from the staging bases to designated meeting places in the restricted area shall be conducted by a bus reserved by the Local Nuclear Emergency Response Headquarters. No individual travel is allowed; access by private cars or other travel means is not allowed.
   3. Arrangements for temporary entry
      
      1. Person in charge at the site
         The municipalities implementing temporary entry shall assign a person in charge at the site in order to secure safety for persons entering the site temporarily and to guide them to evacuate rapidly and properly in the case of interruption of temporary entry due to an unexpected situation of the nuclear power plant or other emergencies. The person in charge at the site shall acquire information on the nuclear power plant, weather, etc., and secure the communication means, etc. with the support from the Prefecture and National governments.
      2. Block assignment
         Temporary entry shall be conducted by grouping people whose houses are nearby each other in a community (block group), and assigning a representative (block representative) for each group to control the temporary entry.
      3. Escorting staff, etc.
         Local officials who escort the group (escort staff), and TEPCO employees (including staff from relevant contractors) who are responsible for radiation control shall accompany each block group.
      4. Duration of the stay Reference duration of the stay in the restricted area shall be five hours including travel time. The duration of the stay at a residence for an individual temporary entry participant shall be up to two hours.
   4. Securing communication means with the temporary entry participants
      Escort staff shall secure communication means such as satellite phones, walky-talkies, loudspeakers, etc. to communicate with the person in charge at the site and the participants.
   5. Items which can be brought back
      Categories, quantities and types of items which temporary entry participants can bring back shall be minimum necessities according to the advice from the Nuclear Safety Commission.
      Privately owned cars shall be considered separately, and the director of the Local Nuclear Emergency Response Headquarters shall formulate a plan to bring them back separately.
      Items such as foods and domestic farm animals, etc. are not allowed to be brought back.
      Pet animals shall be considered separately, and the Director of Local Nuclear Emergency Response Headquarters shall formulate a plan to bring them back separately.
9. Others
   The detailed matters specified in the permission standard and other necessary matters for the implementation of temporary entry shall be based on the “Implementation plan for temporary entry to the restricted area” to be established by the Director of the Local Nuclear Emergency Response Headquarters.

With regard to temporary entry to the restricted area set in the area within a 20 km radius from the Fukushima Daiichi Nuclear Power Plant, the “Permission standard on temporary entry to the restricted area” (Nuclear Emergency Response Headquarters, 23 April 2011) has been issued as per Annex-1. In order to prevent workers who are permitted to enter the restricted areas to engage in emergency works pursuant to the provisions in Article 63, paragraph 1 of the Disaster Countermeasures Basic Act from health impairment by radiation exposure, a notification, Occupational Safety and Health Department Notification No.0517-3 (17 May 2011) has been sent to Directors of all local labour bureaus as per Annex -2.
The measures in the notification shall be made known to all the municipalities within Fukushima Prefecture.
