The launch of the organization for systematic control of radiation exposure doses, etc. for decontamination and related works

Today, Committee on the Organization for Registration Control of Radiation Exposure Doses for Decontamination and Related Works (Chaired by Masakatsu Kato, President of Construction Work Safety Institute and Corporate Officer of the Maeda Corporation, organized by the Radiation Effects Association) (hereafter referred as “Committee”) released an interim report that compiled the results of the discussions held in the Committee on the aforementioned subject.
This Committee, established by and constituting voluntary employers who received contracts for the decontamination works and other employers involved in establishing the organization for systematic control of radiation exposure doses, etc. for decontamination and related works(Note). The committee has studied the control system that is comparable to the radiation passbook control system or the radiation exposure dose registration control system (Dose Registration Center) implemented for workers at nuclear power plants since August this year.


Upon the release of the interim report, the organization for systematic control of radiation exposure doses will launch the provisional operation today.

The decontamination and related works refer to “decontamination works” and “works under a designated dose rate” defined in the Ordinance on Prevention of Ionizing Radiation Hazards at Works to Decontaminate Soil and Wastes Contaminated by Radioactive Materials Resulting from the Great East Japan Earthquake and Related Works (hereafter referred to as “Ionizing Radiation Ordinance for Decontamination”) and works for disposing accident derived wastes, etc. defined in the Ordinance on Prevention of Ionizing Radiation Hazards (hereafter referred to as “Ionizing Radiation Ordinance.”)

Overview of the organization for registration control of radiation exposure doses for decontamination and related works

1 Policy

This is an initiative established by commercial entities to ensure increased compliance with the statutory actions such as radiation control and keeping records of radiation exposure dose as specified in the Ionizing Radiation Ordinance for Decontamination or Ionizing Radiation Ordinance.

2 Overview of the organization

  1. Systematic operation of the radiation passbooks
    Primary contractors or relevant subcontractors who can independently manage the radiation dose shall implement the following:
    • Submit the application for the issue of the radiation passbooks and notify subcontractors of the radiation exposure dose and record it in the radiation passbook
    • Check the ionizing radiation medical examination records for decontamination and special education records submitted by subcontractors and document them in the radiation passbook
  2. Register radiation exposure doses and inquire about past dose records, etc.
    Primary contractors shall implement the following:
    • Register the radiation exposure dose, etc. quarterly by electronic media to the Dose Registration Center (Regular dose registration)
    • Inquire about past radiation exposure dose, etc. of decontamination workers from exclusive terminals (Inquiries about past records)
    • Inquiring about past dose records of decontamination workers which had been registered to the system for nuclear facilities (Intersystem references)
  3. Transfer radiation exposure dose and ionizing radiation medical examination records upon completion of the contracted work. The primary contractors shall transfer the exposure dose and ionizing radiation medical examination records to the Dose Registration Center.

In order to ensure the effectiveness of this system, the Ministry of Health, Labour and Welfare will include a statement requesting contractors to participate in this system in addition to the relevant guidelines. The Ministry of the Environment will include a statement requesting contractors to participate in this system with relevant specifications, etc.
