Designation of the organization which stores records of designated decontamination and related works

It should be noted that the Radiation Effects Association, Public Interest Incorporated Foundation, has been designated as “the organization which stores records of designated decontamination and related works” of Article 112, Paragraph 1 of the Ordinance on Registration and Designation Related to Industrial Safety and Health Act and Orders based on the Act (Ordinance of the Ministry of Labor No. 44 of 1972), according to Article 25-5, Paragraph 2, Article 25-9, and Article 27, Paragraph 1 (limited to those related to records of Article 25-5, Paragraph 2, or Article 25-9) of the Ordinance on Prevention of Ionizing Radiation Hazards at Works to Decontaminate Soil and Wastes Contaminated by Radioactive Materials Resulting from the Great East Japan Earthquake and Related Works (Ordinance of the Ministry of Health, Labour and Welfare No.152 of 2011). You should note the content of the annex and should ensure that nothing goes amiss in notifying, etc. relevant employees of the content.


The notification as the organization which stores records of designated decontamination and related works is attached in the annex.


On the designation of the organization to which exposure dose records, etc. of workers for decontamination and related works, etc. are transferred, based on the Ordinance on Prevention of Ionizing Radiation Hazards at Works to Decontaminate Soil and Wastes Contaminated by Radioactive Materials Resulting from the Great East Japan Earthquake and Related Works

  1. Summary of the system
    Employers designated by the Ordinance on Prevention of Ionizing Radiation Hazards at Works to Decontaminate Soil and Wastes Contaminated by Radioactive Materials Resulting from the Great East Japan Earthquake and Related Works (Ordinance of the Ministry of Health, Labour and Welfare (MHLW) No.152 of 2011; referred to as the "Ionizing Radiation Ordinance for Decontamination") need to store the following records for thirty years. However, after five-year storage or when employment of the relevant workers is terminated, the employers are exempted from storing said records by transferring the records to the organization designated by the Minister of Health, Labour and Welfare.
     
    • Records of external and internal exposure doses
      Article 6, Paragraph 2, Article 25-5, Paragraph 2, and Article 25-9 of the Ionizing Radiation Ordinance for Decontamination
    • Ionizing radiation medical examination card for decontamination and related works (Form 2)
      Article 21 of the Ionizing Radiation Ordinance for Decontamination

    When an employer of decontamination workers discontinues its business, it shall return the above records to the organization specified by the Minister of Health, Labour and Welfare, under Article 27, Paragraph 1, and Article 28, Paragraph 1 of the Ionizing Radiation Ordinance for Decontamination,
    The above designation shall be made upon the request from the organization which is to store records, according to Article 110, Paragraph 1 of the Ordinance on Registration and Designation Related to Industrial Safety and Health Act and Orders based on the Act (Ordinance of the Ministry of Labor No. 44 of 1972) Ministry of Health, Labour and Welfare Occupational Safety and Health Department Notification No. 0213-1 of 13 February 2012 designated the Radiation Effects Association, Incorporated Foundation (currently known as, Radiation Effects Association, Public Interest Incorporated Foundation) as “the organization which stores records of designated decontamination and related works” based on Article 6, Paragraph 2, Article 21, Article 27, Paragraph 1, and Article 28, Paragraph 1, of the Ionizing Radiation Ordinance for Decontamination.
    In the revision of the Ionizing Radiation Ordinance for Decontamination issued on 1 July 2012, not only Article 25-5, Paragraph 2 and Article 25-9 on surveyed records of external exposure dose and exposure history were added but also Article 27, Paragraph 1 was revised to designate that an employer of decontamination workers which discontinued its business should transfer said records specified in Article 25-5, Paragraph 2, or Article 25-9. Following the revision, the Radiation Effects Association requested designation as the organization which stores records of designated decontamination and related works based on the Articles.

  3. Works
    Major works of the organization which stores records of designated decontamination and related works are as follows.
     
    1. Shall store records transferred from employers of decontamination workers and charge for the storage.
    2. Shall receive inquiries about records transferred from said employers, from the employers themselves or persons related to the said records, and shall respond to the inquiries.
