Part I of the "White Paper on the Labour Economy 2004" titled "Trends and Feature of the Labour Economy in 2003" analyzes current trends of the labour economy in 2003. In Part II "Assignments for the Realization of an Enriched Life through the Improvement of Quality of Employment", mid and log-term changes in the economy and society and the current situation of life for workers are first outlined; it is then followed by analysis of the quality of employment from the perspective of whether workers are able to create added value in view of the advancement of the industrial structure, and to work with a sense of fulfillment. Specifically, contents of job and working conditions have been analyzed including features of personal labour management. We have then sought measures for the realization of rich and fulfilling working lives through the improvement of quality of employment.
