6.Background
The Ministry of Health, Labour and Welfare, JAPAN, has held the ASEAN & Japan High Level Officials Meeting on Caring Societies annually since 2003 for strengthening the development of human resources and promoting collaborative relationships in the area of social security between the ASEAN countries and Japan. Participation of the high-level administrative officials who are in charge of health, social welfare and employment policies from ASEAN countries will participate, and officials from People’s Republic of China and the Republic of Korea are invited to observe the meeting, as well. The High Level Officials Meetings serve as a vital platform which supports the ASEAN+3 Health Minister’s Meetings and the ASEAN+3 Ministerial Meetings on Social Welfare. The proceedings, discussions, and recommendations of the previous 10th High Level Official Meetings were reported to the above-mentioned ASEAN+3 Meetings, in which ASEAN countries expressed profound gratitude for the initiative taken by Japan.
The theme, "Active Aging" will be discussed in the 11th meeting. With the world’s population rapidly aging, it is predicted that the number of individuals over 60 years of age will reach 2 billion in 2050. It is also predicted that the aging of Asian countries in particular will either equal or surpass that of Japan which has experienced the most rapid aging in developed countries. Because of this, it is essential for all the ASEAN countries to consider health maintenance, welfare and social security, and the prevention of isolation and poverty. With this background, it is considered useful for the ASEAN countries together with Japan, People’s Republic of China and the Republic of Korea could derive useful lessons and develop measures for their aging issues, in cooperation with ASEAN Secretariat, WHO, ILO and JICA sharing the knowledge and experiences of Japan and participating countries.
In this meeting, participating countries will have opportunities to exchange and sharing information pertaining to the theme, and will be expected to acquire relevant ideas for policy planning in their respective countries.
This year, we celebrate 40 years anniversary of friendly cooperation between ASEAN countries and Japan, and this Meeting is certain to further deepen and enhance that cooperation.
