"Survey on Labour Union Activities, 2010"

 

Digest of the Summary Report
- Large increase in labour unions taking non-regular worker initiatives -

 

28-Jun-2011 The results of the “Survey on Labour Union Activities, 2010” have now been tabulated and released by the Ministry of Health, Labour and Welfare.
The "Survey on Labour Union Activities" is conducted to identify the activities of labour unions in the context of changes to the labour economy. The subject is unit labour unions with a membership of 100 or more persons (labour unions with no sub-organization), at private establishments. The survey was conducted in July regarding the situation as of June 30th, 2010, and 2,479 valid responses were obtained from 3,544 labour unions (valid response rate 69.9%).
The survey is conducted every 5 years, with the previous survey taking place in 2005.

 

【Key Survey Results】

1. Involvement of labour unions in enterprise reorganization etc.

37.9% of establishments had "implemented" enterprise reorganization etc. over the past 3 years, and 85.8% of these involved the participation of a labour union (previously 87.6%).

2. Revision of wage and retirement benefit systems, and participation of labour unions

(1) In 61.6% of establishments, some sort of revision to the wage or retirement benefit system was implemented for regular workers. The proportion of cases involving a labour union in the revision process, in order of highest to lowest, was 91.0% for "introduction of or migration to defined contibution or other retirement pension plan" and 90.3% for "review of method for calculation of retirement benefits."

(2) In 20.3% of establishments, some sort of wage or retirement benefit system was introduced for non-regular workers. The proportion of cases involving a labour union in the revision process, in order of highest to lowest, was 38.7% for "introduction of a wage increment system" and 38.3% for "expansion of a wage-setting system based on the ability of the employee to execute his or her duties (e.g. ability-based pay)."

3. Non-regular worker initiatives

The proportion of labour unions which responsed "yes" there are initiatives for non-regular workers, substantially increased since the previous survey for part-time workers and dispatched workers.

Part-time workers: 47.1% (previously 25.5%) [ Table 8(PDF: 36KB) ]
Dispatched workers: 23.9% (previously 14.9%) [ Table 12(PDF: 40KB) ]

4. Mental health initiatives [new survey item]

73.5% of labour unions had implemented a mental health intiative. As issues of particular importance, 23.7% had "participated in a study and deliberation by a safety and health committee (including health committees)" and 23.5% had "consulted with a labour-management organization or workplace assembly."
