IV@Conclusion

›The conclusions by this committee for "the nature of reproductive treatment using donor sperms, eggs or embryos", reached after deliberations at 29 meetings, are as described above.@In view of the current situation in which an effective system to regulate reproductive treatment using donor sperms, eggs or embryos is urgently required, as stated at the beginning of this report, this committee asks that a system be established within 3 years. This will involve the proposals contained in this report being put into practice.@The individual reproductive treatments that we decided to permit in III-1 "Individual reproductive treatments using donor sperms, eggs or embryos" excluding AID, should not be carried out until a system is established.

›This committee has discussed various issues concerning reproductive treatment using donor sperms, eggs or embryos, which could cause problems involving the establishment of parental links or donations made for commercial gain, etc., and has summarized its conclusions in this report.@Some of our proposals can be applied to reproductive treatment in general.@Among these proposals is the provision of adequate explanations to couples who are going to receive reproductive treatment and guaranteeing an opportunity to receive counseling.@The committee requires that appropriate measures be taken in order to apply these proposals to other forms of reproductive treatment to the greatest extent possible.

›In this report, we suggest that couples who are going to receive reproductive treatment using donor sperms, eggs or embryos, the persons who are going to donate sperms, eggs or embryos and the spouses of donors be offered an opportunity to receive counseling from a person who is certified by a special organization to have specialized knowledge of@reproductive treatment.@We hope that a qualification system will be established by a special organization, and that the counselors with specialized knowledge will be trained as soon as possible.

›This report contains our base conclusions on the ideal nature of reproductive treatment using donor sperms, eggs or embryos.@However, we stopped short of going into details on some issues.@We hope these issues will be discussed further on another occasions.

›After considering the present circumstances surrounding reproductive treatment, this committee concluded that reproductive treatment using donor sperms, eggs or embryos should be permitted to a certain extent and under certain conditions.@We consider that reproductive treatment using donor sperms, eggs or embryos should be reexamined and improved, where necessary, when a certain period of time has elapsed after the establishment the required system and the start of the reproductive treatments using donor sperms, eggs or embryos that we elected to permit, based on the past implementation of@reproductive treatments and public opinion at the time.

›The opinions of this committee varied widely on "donations of sperms, eggs or embryos by siblings, etc." and "the right to know about one's birth" granted to a child born as a result of reproductive treatment using donor sperms, eggs or embryos. Wide ranging discussions took place in these issues.@We hope that our conclusions on these issues will be reexamined and modified where necessary, on such occasion as mentioned above.

›Although this committee did not discuss the subject of the use of embryos developed in the process of reproductive treatment for experimentation, we consider that discussion of this issue is also necessary for the proper use of embryos and the proper study of reproductive treatment.@Therefore, we hope this issue will be discussed by another organization on another occasion.
