Enhancement of occupational safety and health management measures for radiation works and emergency works at nuclear facilities

The above subject was identified in “Enhancement of occupational safety and health management measures for radiation works and emergency works at nuclear facilities” (Labour Standards Bureau Notification No. 0810-1 dated 10 August 2012, hereafter referred to as the “Director-General Notification”) and its operation was notified in “Enhancement of occupational safety and health management measures for radiation works and emergency works at nuclear facilities” (Industrial Health Division Notification No. 0821-1 dated 21 August 2012, hereafter referred to as the “Section Chief Notification”). In operating these notifications, note the following points:

  1. Guidance of preparations for emergency works
     
    1. Note the self inspection specified in Annex 1-1 and 1-2 of the Director-Generation Notification is completed when all of the following items have been implemented:
      A.
      Because implementation of periodic training and re-education is required (Annex 1-1 in the following items (3) of item 1-3, (3) of 2-1, (3) of 2-3, and (2) of 3) , provide guidance to ensure inspections will be regularly and continuously performed and that progress of the measures mentioned in corresponding items will be reported to the competent Labour Bureau once every 6 months in any format.
      B.
      Because securing support personnel is required (Annex 1-2 in the following items (2) of item 1-1 and (2) of 3), provide guidance to ensure inspection will be regularly and continuously performed and that progress of the measures mentioned in corresponding items will be reported to the Labour Bureau once every year in any format.
    2. In addition to Note 1(1), provide guidance to report if the contents of the past self inspection reports have changed.

  2. Report to MHLW
     
    Immediately report to the Office for Radiation Protection of Workers of MHLW if a report is issued according to Note 1(2). It is not necessary to submit the reports from Note 1(1).
