The 8th ASEAN & Japan High Level Officials Meeting on Caring Societies

Poverty alleviation with a focus on vulnerable people
- through strengthening collaboration between the social welfare and health services–
30 August - 2 September 2010, Tokyo, Japan

1. Background

The Ministry of Health, Labour and Welfare, JAPAN, has held the ASEAN & Japan High Level Officials Meeting on Caring Societies annually since 2003, with participation of the high-level administrative officials who are in charge of health and social welfare from ASEAN countries, for strengthening the development of human resources and promoting collaborative relationships between the ASEAN countries and Japan.

The main issues to be focused in the 8th meeting will be on "understanding poverty" and "policy frame and concrete measures for poverty alleviation" under the main theme of "Poverty alleviation with a focus on vulnerable people-through strengthening collaboration between the social welfare and health services-". In this meeting, we will have a discussion through exchanging views and sharing information which contributes a long-term cooperative relationship among ASEAN countries and Japan.

The High Level Officials Meetings serve as a vital platform which supports the ASEAN+3 Health Minister's Meetings and the ASEAN+3 Ministerial Meetings on Social Welfare. The proceedings, discussions, and recommendations of the previous seven High Level Official Meetings were reported to the above-mentioned ASEAN+3 Meetings, in which ASEAN countries expressed profound gratitude for the initiative taken by Japan and requested to continue the meetings.

8. Seats for the public and press

Please acknowledge that the Seat for the public or press in the meeting are available on Monday, August 30, Wednesday, September 1 and Thursday, September 2 (The Study visit on Tuesday, August 31 is not for the public).

For application, please take note of the following points.

(2) Please apply by FAX or E-mail. (Please refer to ANNEX 1. Please refrain from application by telephone.)

(3) The deadline for application is Tuesday, August 24 ( must arrive by the deadline date).

(4) The number of possible seats for the public is 15. If the applicants are to exceed this number, we will determine by lot, on who can attend. We will contact only to those who are not able to secure a seat.

(5) Please present an ID when you enter the MITA KAIGISHO and the Conference Rooms on the day.

(6) The observer must abide by the Instructions shown in ANNEX 2. We may ask those to leave the room if they are not abiding. .

ANNEX 2

Instructions for the seat for public

Please abide by the following points of concern, when you are sitting in on the 8th ASEAN-JAPAN High Level Officials Meeting. When these cannot be abided, you will be likely to be ordered to leave.

  1. You cannot enter places other than the places where the secretariat has designated.
  2. Please be sure to turn off cellular phones and pocket beepers.
  3. Please refrain from taking pictures video cameras, and tape-recorders. (For Journalists, picture taking is allowed only during the opening)
  4. Please keep quiet, and refrain from any act that interferes with the hearing of the meeting.
  5. Applauding or expressing approval / disapproval is no allowed.
  6. Please refrain from reading newspapers, books and the like, while sitting in.
  7. Please refrain from eating, drinking and smoking while sitting in.
  8. Please refrain from entering or leaving the room, except when it is unavoidable.
  9. Persons who have firearms and other dangerous, objects persons who are drunk, and persons who are likely to disturb the peace and order, will be refused to sit in.
  10. Please follow the instructions of the secretariat.
